Case #: 220017
Date: 2022 01 21
Time: 0138
Description: Exclusion
Location: Birchwood Apartments

Notes: A CSO responded to a report of a suspicious person at one of the Birchwood apartment patios. The CSO initiated contact with the individual who stated that they were just passing by, and after confirming that they did not have any official business on the property, the CSO requested the individual leave the premises. The individual apologized and complied. While insuring that the individual had left the property, the CSO again sighted the individual in an unlit area near a north corner of the apartments. The CSO again approached the individual and requested they leave the property. The individual stated that it hadn’t been made clear to them that they “needed to leave now.” The CSO clarified that point and again requested the individual leave. The individual headed east on Steele Street and the CSO cleared from the area. While finishing a call in the Steele Lot, the CSO again spotted the individual from the prior interaction. The CSO turned their vehicle around to intercept the individual, who then jumped into the Reed property bushes near the Growing Seeds child care center. The CSO made contact with the individual, who stated that they had been urinating. The CSO issued a verbal exclusion to the individual at that time. The individual agreed to leave the property and headed eastward on Steele St. CSOs remained in the general area to ensure that the individual left. A few minutes later, the other CSO on shift encountered the individual walking westward on Steele St. The individual approached the CSO and stated that their vehicle was parked near the fruit stand on 28th Ave and they were headed to retrieve it. CSOs maintained visual contact with the individual until they entered their vehicle and left the area at a high rate of speed, failing to stop at a stop sign. A CS Manager contacted Portland Police to notify them of the safety concerns regarding the driving behavior of the individual.

Notes: A CSO on patrol in the West Lot encountered a vehicle with its gas tank door open and the gas cap lying on the ground nearby. When the CSO approached the vehicle, they also observed that the driver side door was slightly ajar. The CSO also noted that the steering wheel had been cut and the steering wheel locking mechanism was lying on the passenger seat. The electrical panel of the vehicle also appeared to have been pried open and tampered with. The vehicle is registered with Community Safety and the owner was successfully contacted regarding the damage and tampering.

Notes: A CSO on vehicle patrol was driving east on Botsford Drive when they were flagged down by a Reed staff member who pointed out that a Reed owned van had its gas tank door open. Date: 2022 01 23
Time: 1625
Description: Damage to Property
Location: GCC

Notes: A CSO responded to a request to meet with a Reed staff member near the bike racks on the west side of the GCC. The staff member reported that a co-worker had observed two individuals behaving suspiciously at the bike racks and had approached them. The two individuals quickly ran from the area and left in a blue SUV. The co-worker informed the reporting staff member of the incident, who discovered that their bike, which had been secured at that bike rack, had received extensive damage to its frame and one of the tires. The bike lock had also been cut. The CSO stored the bike in the Community Safety bike storage until the staff member could transport it home, as the damage done had rendered it unrideable.

Case #: 220023
Date: 2022 01 23
Time: 2221
Description: Evidence of Drug Use
Location: Sullivan Hall

Notes: A CSO responded to a report of the odor of cannabis in Sullivan Hall. The CSO met with the reporting party who stated that the odor of cannabis had been entering their room off and on for at least a couple of months. The resident had previously reported the odor and had been told that the odor was traveling through the heater from another floor. The CSO inspected the heater and put in a request for this to be looked into further by building services. The CSO did not note any odor of cannabis while speaking with the resident or investigating the possible source.
